Rare drop from Galleon, the mushan world boss of Salyis's Warband, at the Rumbling Terrace in the Valley of the Four Winds. He comes back about 15 minutes after a kill, and each character has one chance a week.
Chance 0.26% once a week, so about 385 tries on average — Wowhead: 162 saddles in 63,300 recorded loots of Galleon (0.26%, read 2026-10-10). The count is pooled over all years and Wowhead does not date it; a Blizzard hotfix of 16 November 2022 'greatly increased' the drop chance without giving a figure (wiki), so today's chance is probably higher. Players since then guess about 1%, some 1-3% (Wowhead comments)

Notes and sources
There is one chance per character each week (Wowhead comments of 2021 and 2023). Galleon respawns every 15 minutes (wiki, a hotfix of July 2016), so a visit can include that wait; the time on the spot is an estimate. The coordinates are Wowhead's tooltip for Galleon (NPC 62346); the wiki names only the Rumbling Terrace.
The wiki names no requirement for reaching him, and a commenter got the mount on a level 38 character (2022).
About 385 kills are expected at Wowhead's 0.26%, about 100 at the 1% players assume since the 2022 increase. Commenters since then report the mount at 32, 130, 209 and 264 kills and at the 81st bonus roll of 169 tries in all; one reports 302 tries without it (2023). An Elder Charm of Good Fortune gives a bonus roll with another chance at the mount (Wowhead comments; several got it that way).
These figures are from Wowhead's page for the live game; its Mists of Pandaria Classic page has a different count. The newest comment there is from 2024.
Seen elsewhere, none of it a standing route: the wiki lists the saddle among the Black Market's wares since patch 8.2.5, and during WoW Remix: Mists of Pandaria in 2024 it was sold for 38,500 Bronze (wiki, Wowhead's sold-by list). The item binds when picked up.
