Rare drop from the Zandalari Warbringer that rides a slate direhorn. Warbringers are rare elites that appear at five fixed points in Pandaria, one each in Krasarang Wilds, Dread Wastes, Townlong Steppes, Kun-Lai Summit and The Jade Forest. Each rides a slate, amber or jade direhorn and can only drop the mount of its own colour. At the Krasarang Wilds point only the slate one appears, so that is the point to wait at for this mount.
Chance 4.03% per try, so about 25 tries on average — Wowhead: 3,757 mounts in 93,318 recorded loots of the slate-riding Warbringer (NPC 69769), read 2026-10-10; the count is pooled over all years and all five spawn points. It is the chance for a kill of the slate one: at the four points outside Krasarang Wilds the Warbringer may be amber or jade instead, which cannot drop this mount. The wiki says about 5%

Notes and sources
About 25 kills of the slate Warbringer are expected at 4.03%. Only the slate one appears in Krasarang Wilds; that rests on the wiki (the amber and jade Warbringers never spawn there) and a 2021 Wowhead comment. The Krasarang coordinates are Wowhead's (its tooltip has 38.4-39.8, 65.4-67.6; commenters give 38.96, 67.66); the wiki puts the point at 38.8, 63.3, in Nayeli Lagoon.
The other four points, from a 2024 Wowhead comment:

The journal lists Valley of the Four Winds and not The Jade Forest; nothing read gives a point in Valley of the Four Winds, while the wiki, Wowhead's data for the NPC and the commenters all give the Jade Forest one.
No daily or weekly limit was found: players report looting it again on every respawn (Wowhead comments of 2021 and 2024, one with 210 slate kills), but no source states the rule outright. The respawn time is not settled: a 2024 comment found a steady 20 minutes at each point, a 2023 one at least 30 minutes. The time on the spot is an estimate of the average wait at one point plus the kill.
The three Warbringers share a name; Wowhead keeps them apart as NPC 69769 (slate), 69841 (amber) and 69842 (jade), and the wiki tells them apart by the direhorn's eyes (blue for the slate mount). The wiki's page for these reins says they come from Warbringers riding jade direhorns, word for word the sentence on the jade reins' page, which looks like a copying slip: the wiki's Warbringer page, Wowhead's loot table and the commenters all tie this mount to the slate one.
Wowhead still shows a Remix: Mists of Pandaria vendor selling the mount for 18,700 Bronze; that ended with the event in 2024.
