Sold by Hiren Loresong, the Kirin Tor Offensive quartermaster at Violet Rise on the Isle of Thunder, for 3,000 gold at Exalted with the Kirin Tor Offensive. The isle is reached through the portal at the Alliance camp just north of the Shado-Pan Garrison in Townlong Steppes (49.7, 68.7).

Notes and sources
The Kirin Tor Offensive is an Alliance reputation, so a Horde character cannot buy this. The Horde counterpart is the Crimson Primal Direhorn of the Sunreaver Onslaught, and 2013 Wowhead comments say owning either gives characters of the other faction its counterpart (not rechecked).
The vendor's coordinates are from Wowhead's tooltip for Hiren (NPC 68000). Until the character's own isle story has set up Violet Rise, Hiren stands on the ship The Seabolt at 34.8, 90.0 (Wowhead lists both spots; the Warcraft Tavern guide has him move after stage 2). The isle is its own map and allows ground mounts only (wiki).
Sources disagree on the standing: wow.gg's guide (updated 2026) says Revered; the journal, Wowhead's tooltip and the wiki all say Exalted, which is used here. wow.gg says the price falls to about 2,400 gold with the reputation discount; not confirmed.
The daily figures were written for the original patch and its Classic re-release: 1,850 a day from stage 2, about 2,150 at stage 4 and 2,400 at stage 5. What a character starting today gets on day one was not established. Kirin Tor Offensive Insignias add 25 reputation each: Hiren sells them for one Tattered Historical Parchment and they bind to the Warband (wiki).
