Sold by Necrolord Sipe, the Combatant Mount Quartermaster in Old Town, Stormwind City, for 1 Vicious Saddle; the item is called Reins of the Vicious Warsaber. A saddle is earned in rated PvP while a season is running: wins at 1,000 rating (Combatant) or more fill the Season Rewards bar; the first full bar of a season gives that season's own vicious mount, and every further full bar in the same season gives a Vicious Saddle.

Notes and sources
The journal's 'Cost: 1' is one Vicious Saddle, spent at Necrolord Sipe; the coordinates are the wiki's for him. Alliance only. The Horde's twin is the Vicious Skeletal Warhorse, sold by Deathguard Netharian in Orgrimmar.
Saddles can only be earned while a rated PvP season is running. The wiki's page for Midnight Season 2 (edited 2026) gives its start as 18 August 2026 and its end as ongoing; that season's own mount is the Vicious Lightbloom Boar. The guide gives no win count for Solo Shuffle or Battleground Blitz; the bar on the Rated tab of the PvP window shows the progress.
What the mount needs, the hours and the guide are taken over from the Vicious War Elekk, which has the same vendor and saddle. Its notes add that the saddle binds when picked up and asks for level 35 (wiki), so the bar has to be filled on an Alliance character, and that wow.gg speaks of 1,400 rating in the season before for saddles outside a season, which the wiki does not say.
The vendor lists the mount under its item's name: the wiki's page for Necrolord Sipe (edited 2026) has Reins of the Vicious Warsaber at 1 Vicious Saddle among the 25 mounts he sells for a saddle, and the wiki's page for the mount says that item (102514) teaches the Vicious Kaldorei Warsaber. The mount was itself called Vicious Warsaber until patch 8.1.0; the item kept the old name.
The mount itself binds to the Warband (Wowhead's tooltip, wiki). Added in patch 5.4.0 and learned account-wide since patch 7.2.0; asks for level 17 and Apprentice Riding (wiki). The linked guide is written for the Vicious War Ram and was not read again.
