Sold by Katie Stokx, the horse breeder next to SI:7 just outside Old Town in Stormwind City, for 1 gold. A human buys it outright; any other Alliance race has to be Exalted with Stormwind first. Unger Statforth in Menethil Harbor (the vendor the journal names), Katie Hunter at the Eastvale Logging Camp in Elwynn Forest and Gregor MacVince in Theramore are listed as selling it as well.

Notes and sources
The place given above is Katie Stokx in Stormwind, as for the Pinto and the Chestnut Mare: the same vendor and price, in a capital. The journal names Unger Statforth in the Wetlands instead; he stands in Menethil Harbor at 9.2, 56.4 (Wowhead's tooltip: 9.2, 56.2-56.6).
The journal leaves out the reputation. The wiki's page for Katie Stokx says 'Only humans can buy from Katie by default' and that other characters must be exalted with Stormwind; Unger Statforth's words on the wiki are that he will not sell to anyone 'not considered to be at least exalted to the Kingdom of Stormwind'. Neither was confirmed in the game, and whether a Kul Tiran counts as a human here was not established.
The mount is account-wide once learned, so a human on the account can buy it for 1 gold and skip the reputation.
The time given for the reputation is the weak figure; the notes for the Pinto and the Chestnut Mare say how it was estimated. The wiki's faction page names these ways to the reputation, but not where a character of another race starts:
- the Stormwind Tabard
- quests in Elwynn Forest, Westfall, Redridge Mountains, Stonetalon Mountains, Southern Barrens, Duskwood, Northern Stranglethorn and Twilight Highlands
- the daily cooking and fishing quests in Stormwind
- the Argent Tournament
- Stormwind Writs of Commendation from the Molten Front
The item is the Brown Horse Bridle, 5656 by the wiki, which has it at level 10 since patch 9.0.1 and sold by Katie Stokx since patch 4.0.3a. Two more item ids, 875 and 16338, are also tied to the mount (Wowhead's tooltip used here is for 875); what those two are was not looked into.
Guide: Wowhead's is a user-submitted list (updated 2024) of every racial mount with its vendor. It names the Brown Horse Bridle under Katie Stokx and gives the rule that these are bought 'by being Exalted with their respective faction, or by being the race it's part of', but it does not say how the reputation is earned.
