How to get it

Crafted with Draenor Leatherworking. The Riding Harness, the item that teaches the mount, is made from 100 Burnished Leather and 20 Sorcerous Air with Pattern: Riding Harness, which the leatherworking pattern vendors in Ashran (Leara Moonsilk in Stormshield, Garm Gladestride in Warspear) and in a garrison Tannery sell for 5 Secrets of Draenor Leatherworking. The harness binds when picked up and needs Draenor Leatherworking at 100 to be learned, so the character that wants the mount has to be the leatherworker.

Notes and sources

The place given above is the pattern vendor; the crafting itself can be done anywhere. The pattern costs 5 Secrets (wiki, both guides). Garrison Tannery vendors sell the same pattern: Anders Longstitch (Lunarfall) and Murne Greenhoof (Frostwall).

Vendor coordinates are the Wowhead guide's; Wowhead's tooltips have Leara Moonsilk at 50.8-52.0, 40.2-42.6 and Garm Gladestride at 50.2-50.8, 27.4-28.8. wow.gg spells three of the four vendors differently (Lirah Moonsilk, Garm Lightstride, Murna Greenhoof).

Wowhead's tooltip for the harness reads 'Binds when picked up' and 'Requires Draenor Leatherworking (100)', and Wowhead's guide adds that riding the mount takes active Draenor Leatherworking at 100. wow.gg says it shows in the collection of every character but only one with Leatherworking can summon it, and that dropping the profession makes it unusable until retrained. Burnished Leather is bound too (Wowhead tooltip), so none of this can be handed over by a leatherworker on a different character.

The Secrets and the Burnished Leather are both daily crafts and run side by side, so the whole thing is about ten days at the least without a Tannery. Sources disagree on the Burnished Leather craft:

Wowhead's tooltip: 8, plus more with skill, on a one-day cooldown
the wiki: three charges that each take 24 hours to come back
a second Wowhead spell entry (171713, seen only in a search result): it produces 10

Wowhead's older guide 'Mounts from the Garrison' (2020) still gives the pre-squish skill of 700 and says the harness can be crafted at skill 1. The Draenor Leatherworking book is listed at a cost of 100 on Wowhead's tooltip, the unit not shown.
