Dropped every time by Nok-Karosh, a rare elite garn in the Frostboar Drifts, north of Wor'gol in the far west of Frostfire Ridge on Draenor. Unlike Draenor's other mount rares he drops a single copy per kill, not one for each player who helped, and he is back 15 to 30 minutes later.

He stands at 13.0, 50.4 by the wiki; Wowhead's tooltip pins run from 13.0, 50.4 to 14.6, 52.4. Comments of 2021 and 2022 met him at 13.2, 50.9 and 13.4, 49.7, and one of 2014 at 15.8, 41.0. He lies among wolves that are themselves named Garn Nighthowl and calls them in with Call the Pack (wiki).
Wowhead's recorded loot has the mount in 13,745 of 13,746 loots and its tooltip says 99.99%. One copy drops per kill: a 2014 Wowhead comment (262 votes) sets him apart from Draenor's six other mount rares, which reward everyone who takes part, and the wiki records a 2014 hotfix that lets only the members of a party or raid roll for it.
The item is not bound (same comment; Wowhead's tooltip shows no binding), so it can be traded, and a second copy still drops for someone who already has the mount (2016 comment).
If another player has just killed him the wait is one respawn. Respawn reports:
