Raider Bork's coordinates are Wowhead's (41.4-41.8, 72.2-73.6); a guide gives 41.9, 73.0. He sells four other mounts at the same price: Black War Wolf, Black War Raptor, Red Skeletal Warhorse and Swift Warstrider.
The journal's cost of 15 is Marks of Honor (wiki; the price since patch 7.0.3). Marks are bound to the Warband since patch 11.0.2, so they can be earned on any character and spent by a Horde one. No PvP rank or reputation is asked for any more.
No source gives how many Marks a single win awards, which is why the two time estimates differ so much. The vendor of Algari Distinguishment is not named on the wiki's Mark of Honor page and was not looked up.
