Made by a blacksmith: the craft Fel Core Hound Harness (Legion Blacksmithing 100) turns 100 Demonsteel Bars, 50 Blood of Sargeras, 10 Infernal Brimstone and 10 Felhide into the Steelbound Harness, the item that teaches the mount. Its recipe, Plans: Fel Core Hound Harness, is a chance drop from Tichondrius in The Nighthold on Normal, Heroic or Mythic (never in Raid Finder) and only falls to characters who have Blacksmithing; it binds when picked up, so the blacksmith has to loot it.
Chance 2.13% once a week, so about 47 tries on average — for the plans, the only uncertain step. Wowhead: 3,394 plans in 159,219 recorded loots of Tichondrius (its tooltip shows 2.13%), pooled over every difficulty and every looter: Normal 2,266 in 30,511 (7.43%), Heroic 256 in 48,316 (0.53%), Mythic 872 in 27,836 (3.13%), and some 52,500 loots that are neither, presumably Raid Finder, with none. Only characters with Blacksmithing can get it, so a blacksmith's own chance is higher than any of these and was never published

Before you go
- A blacksmith with Legion Blacksmithing at 100, the skill the plans ask for. Legion Blacksmithing is learned with the quest Strange New Ores from Alard Schmied in Dalaran (10 Leystone Ore) · about 4 h
- Plans: Demonsteel Bar, the reward of The Art of Demonsteel, 33rd quest of the Legion blacksmithing chain that begins with Strange New Ores. The chain runs through Azsuna, Highmountain, Val'sharah and Suramar, asks for 265 Leystone Ore and 60 Felslate along the way, and has a step inside the dungeon Maw of Souls · about 4 h
- 100 Demonsteel Bars (2 Felslate and 1 Leystone Ore each: 200 Felslate and 100 Leystone Ore, mined in the Broken Isles), 10 Infernal Brimstone (mining world quests) and 10 Felhide · about 4 h
- 50 Blood of Sargeras, which binds when picked up, so the blacksmith earns them: gathering in the Broken Isles, Legion world quest rewards, bosses of Legion dungeons on Heroic and Mythic · about 4 h
In all: about 16 h of play, starting from nothing.

- Fly the rest of the way
/way is for the TomTom addon. Travel times are estimates: flying at 55 yards a second in a straight
line and 30 seconds for a portal. A star marks a portal that needs a quest or other unlock done first.
Notes and sources
The journal says only 'Profession: Blacksmithing'. Wowhead's guide: the recipe 'is a boss drop from Tichondrius, which only Blacksmiths can see. This is not available in LFR difficulty'. The character needs Blacksmithing but not at any level: the plans dropped at 1, 2 and 5 points of Legion Blacksmithing and, by a 2020 reply, with no Legion Blacksmithing at all; learning them takes 100.
How likely the plans are for a blacksmith is the open question. Blizzard's developers said in 2017 that they cannot drop in Raid Finder (a tweet quoted in the Wowhead comments, which also call it 'guaranteed drop on Normal or higher'). Players then found it was not guaranteed: comments tell of first-kill drops in 2018, 2022 and 2023 and of a drop on Normal in 2026, but also of 10 kills on 10 characters (2019), 16 kills (2020) and several weeks on all three difficulties (2022) without it.
Some comments of 2017 say one copy dropped per raid; others, then and in 2018, saw two blacksmiths get it from one kill. One commenter found the plans forgotten in his bank.
The weekly lockout is the usual one for a raid, a separate one for each difficulty, so a blacksmith has up to three tries a week; that is the general rule and was not checked for this raid. The 25 minutes on site are an estimate for reaching and killing Tichondrius, who is not the raid's first boss; which bosses have to fall before him was not read.
Materials:
- the wiki's page for the Demonsteel Bar lists the Firmament Stone beside the Blacksmith Hammer as needed for the bar; whether that means standing at the stone in the Ironhorn Enclave in Highmountain was not established
- Felslate and Leystone Ore can also be had from Illnea Bloodthorn for Blood of Sargeras (10 Leystone Ore or 5 Felslate for one, Wowhead's guide), which would cost more of the bloods
- Infernal Brimstone comes from mining world quests (Wowhead's guide)
Wowhead's tooltip shows no binding on the Steelbound Harness, unlike the plans, and comments of 2017 speak of selling the finished harness.
During the Legion beta the item was called Fel Core Hound Harness, the name the craft still has; the plans were renamed from Recipe to Plans in patch 10.1.0 (wiki). Added in patch 7.0.3, the plans with The Nighthold in January 2017.
