Sold by Deathguard Netharian, the Combatant Mount Quartermaster in the Valley of Strength, Orgrimmar, for 1 Vicious Saddle. A saddle is earned in rated PvP: wins at 1,000 rating or more fill the Season Rewards bar; the first full bar of a season gives that season's own vicious mount, and every further full bar in the same season gives a Vicious Saddle.

Notes and sources
The journal's 'Cost: 1' is one Vicious Saddle (wiki). This id is the Horde mount (item 143649, sold by Deathguard Netharian); the Alliance Vicious War Turtle (item 143648) is a separate mount sold by Necrolord Sipe in Stormwind City. The journal, Wowhead's tooltip for the item and the wiki's page for the mount agree on the vendor and the cost.
Saddles can only be earned while a rated PvP season is running: Midnight Season 2 began on 18 August 2026, and the wiki listed it as ongoing when checked; its own mount is the Vicious Lightbloom Boar. The saddle binds when picked up, so it goes to the character that fills the bar, and the vendor and the mount item are Horde ones, so that has to be a Horde character. The mount item itself binds to the Warband (Wowhead tooltip, wiki).
What is said here of the saddle, the season and the vendor's coordinates is taken over from the other vicious mounts and was not read again for this one. The coordinates are the wiki's for Netharian, as the other Horde vicious mounts give them; the wow.gg guide gives 42.0, 72.4. That guide is written for the Vicious War Raptor and does not name the turtle, but the way to a saddle and the vendor are the same.
Added in patch 7.2.0; asks for level 17 and Apprentice Riding (wiki).
Confidence in this entry: medium. Looked up in 2026.
