Three rare elite panthara on Argus drop the Fel-Spotted Egg: Naroua in Krokuun, Sabuul in Eredath and Varga in the Antoran Wastes. Five days after it is looted the egg becomes a Cracked Fel-Spotted Egg, which may hold this mount, one of three other mana rays, a pet or a worthless yolk. One visit is a round of the three rares, each lootable once a day.
Chance 8.1% once a day, so about 12 tries on average — Worked out, not read as such: Wowhead's recorded egg drops (Sabuul 11,677 in 27,374 loots, Naroua 20,450 in 52,045, Varga 10,930 in 29,163, so 37-43% a kill) times the wiki's 7% for this mount in a cracked egg, for one round of all three rares. Notes and sources
A round gives 1.2 eggs on average and about one egg in 14 holds this mount, so around 12 daily rounds are expected, and each egg pays out five days after it drops. Eggs are not unique: several can sit in the bags and hatch side by side. The once-a-day limit is per character. The 15 minutes for a round is an estimate.

Some guides also list Kaara the Pale in Eredath (38.7, 55.8), but Wowhead's loot table shows eggs from the other three only. Eredath was called Mac'Aree until patch 9.1.5.
The rares are not always there: player reports say Argus rares rotate in windows of about four hours and stay up while they are the target of a world quest. Whether that still holds in the current patch was not established, so a round can come up short.
