Notes and sources
Same vendor, price and standing as the other ruinstriders Toraan sells at Exalted (the Amethyst Ruinstrider, the Beryl Ruinstrider, the Russet Ruinstrider, the Sable Ruinstrider and the Cerulean): one climb to Exalted serves all six, at 10,000 gold each. The wiki's page for the Umber Ruinstrider gives the vendor, the price and the standing, and that the item asks for level 10 and binds when picked up; its page for Toraan has his stock by standing, with the six ruinstriders at Exalted.
The place given above, the Argus requirement, the reputation's sources and its hours and days are taken from the Russet Ruinstrider so that the six agree; Toraan's coordinates (Wowhead's, on the Vindicaar's own map) and Wowhead's reputation guide were read for that mount and not again. The weekly rate, and so the seven weeks, is the weak figure.
The wiki says Toraan was 'formerly' aboard the Vindicaar and is not seen after the Argus campaign, but its patch history has housing decor added to his stock in patch 11.2.7 (December 2025), so the vendor is taken to be there. Argus has no flying.
Reputation is per character today. Blizzard Watch (2026) reports that patch 12.1.5, which it dates 13 October 2026, makes ten Legion reputations Warband-wide, the Argussian Reach among them, and that how standings on several characters will be merged had not been said.
Confidence in this entry: medium. Looked up in 2026.
