Rare drop from Blistermaw, a rare elite vilefiend on the Defiled Path in the Antoran Wastes on Argus. Each character can loot him once a day. He is not always there: the rares of Argus come and go on a four-hour cycle. The Antoran Wastes are reached from the Vindicaar.

Notes and sources
About 34 kills are expected at 2.9%, 20 at the guide's 5%; players on Wowhead report it on the first kill (2023, 2026), at 49 (2025) and at 239 (2021).
He is not always up. Wowhead's guide: all Argus rares are on a 4-hour cycle, not all of them up at once, the ones that are up respawning for those four hours; a rare that is the target of a world quest (his is quest 47561, by a 2017 comment) keeps respawning for as long as the quest is up. The loot is once a day per character (the guide; a 2017 comment tracks it with hidden quest 49183).
The coordinates are the guide's and the commenters' 61.7, 37.2; Wowhead's tooltip has him at 61.4-62.6, 36.8-37.8, and the wiki gives only the Defiled Path. Argus is taken to have no flying, as for the other Argus mounts; that was not checked in the game. The time on the spot is an estimate for one kill.
Wowhead's sold-by tab also lists Hemet Nesingwary XVII selling the mount for 40,000 of a currency (id 3252) that is taken, as for the other Argus mounts, for the Bronze of the Legion Remix event; that event is over and this was not looked into further.
