Rare drop from Skreeg the Devourer, a rare elite demon on Kil'jaeden's Terrace in the north of Eredath (the zone called Mac'Aree until patch 9.1.5) on Argus. Eredath is reached from the Vindicaar.

Notes and sources
About 37 kills are expected at 2.71%, 20 at the guide's 5%; players on Wowhead report it at 7, 9, 28, 30, 58 and 99 kills, and one at about 245 without it.
The rare, Skreeg, is not always there: all Argus rares run on a four-hour cycle, a set being up and respawning for four hours and then gone, and a rare that is the target of a world quest keeps respawning for as long as the quest is up (Wowhead guide; wow.gg agrees). Each character can loot it once a day; a 2022 commenter adds that a world quest spanning the daily reset allows a second kill on the same character.
Where: the guide's waypoint for Skreeg reads 9.7, 9.94, a slip. Its own map pin is at 49.9, 9.6, the wiki has 49.4, 9.8 and wow.gg 49.7, 9.9. Argus is taken to have no flying, as Blizzard said in 2017 (seen only in search excerpts); no later change was found, but that was not checked in the game.
Wowhead's sold-by tab also lists Hemet Nesingwary XVII selling the mount for 40,000 of a currency (id 3252) that looks like the Bronze of the Legion Remix event; that event is over and this was not looked into further.
